ECDL is a necessary education component for the transformation of the local Kosovar ICT and general education and employment standards: the injection of ECDL In Kosovo was moving at an extremely slow pace due to the financial cost of the program within the impoverished Kosovo economy society; so Ipko decided that it was best to break the existing paradigm and offer widespread access to ECDL learnings through a mass education targeted online portal offering digitally enhanced ECDL trainings. The portal can be used as a stand-alone self-training tool by a beginner, or used as a training tool by an ECDL certified educator, or training center. It is hoped that the online resource will lead to a greater increase in final exams and successful certification, so establishing ECDL as the education choice of Kosova.

IPKO PORTAL AS A NATIONAL RESOURCE
Ipko Institute was created to build and promote tools which support and strengthen Kosovo IT culture. A combination of the war and teaching methods from the previous regime, led to low standards in Kosovo, leaving many institutions, business and organizations poorly equipped to drive their relevant organizations towards modern practices and standards: across a range of issues, business skills, marketing, structuring, communication, IT issues, design, are generally weak and inhibit employment opportunities, organizational capacities, and impinge upon the re-growth of strong democratic factors such as training, skills, and individual choice. 

In this case Ipko has taken the step of creating a national on-line portal that will offer digitally enhanced ECDL trainings. The portal can be used as a stand-alone self-training tool by a beginner, or used as a training tool by an ECDL certified educator, or training center. 

The portal is provided as a resource for learners and educators, so bringing down attendant costs that have historically proved a severe barrier to this much needed education within the local sector, and opening up learning opportunities. 

IPKO PORTAL PARTNERS 
The Ipko portal has been officially certified by ECDL Foundation. The project has the support of the Kosovo Government and Ministry of Education, Science and Technology. 

FREE OF CHARGE 
Access to the portal is free of charge.
All face to face trainings with the portal are conducted by local vendors, without the cost of the resource being factored into their business model.
